24 Articles To Be Decided This Saturday.

          Westford’s Open Town Meeting will convene this Saturday morning at Westford Academy at 9AM.  For the most part the warrant contains non-controversial articles, but at least one, Article 20, promises to be contentious.  Here is the rundown of the articles for your reference and review:

Article 1:  Accept Reports:   This is all a pro forma matter simply requiring the authority of town meeting to accept reports submitted by departments for FY24 (The annual town meeting booklet)

Article 2:  Supplemental Appropriations:  These will involve budget transfers of money that have already been appropriated to one account or another.  IZON sees no issues

Article 3: Perchlorate Mitigation:  This has been on the warrant for many years and is related to the clean up of water contamination caused by the construction of the town’s highway garage. IZON has no objection.

Article 4:  Energy Efficiency Projects:  While some energy issues are misguided, this one can actually result in saving the town money and has done so in several instances. IZON sees no issue 

Article 5:  Capital Appropriations:  The Finance Committee scrutinized each of these expenditures at length and found them all legitimate. IZON would recommend acceptance

Article 6:  Supplemental Appropriation for PFAS:  This is being pushed under state compulsion.  PFAS contamination of water is a major environmental concern. IZON does not have an argument against this.

Article 7:  School Feasibility Study:  This will appropriate 1.6M to study the Robinson School and other school facilities for potential consolidation and renovation. This expenditure is within the town budget, it appears to be directed at a legitimate concern ( downsizing schools). The real debate will begin once the recommendations from this study are issued.

Article 8:  Annual Appropriations from CPA money:  IZON sees no issue with this. This comes out of the pool of money that is collected from the 3% surcharge on property taxes. There is no extra impact on your tax bill.

Article 9: Revolving Accounts:  This authorizes the town to support various revolving funds.  These are town programs where money is taken in for services.  This article puts limits on how they operate.

Article 10:  FY26 Operational Budget:   This is the budget that supports town operations. The moderator will read through each major line item, and you can call for a halt, ask for an explanation, or try to modify the appropriation, or reject it.  The budget is well within the tax levy. IZON recommends approval.

Article 11: Appropriate Chapter 90 Money:  This is money received from the state derived from traffic violations.  It is being used this year to support several DPW equipment upgrades.  IZON recommends approval

Article 12:  Water Enterprise Appropriations To Other Post Employee Benefits (OPEB). This is a transfer that will facilitate the financial support of town retiree health insurance. IZON recommends approval.

Article 13:  Local Option On Taxation:  This will increase tax exemption limits for veterans. IZON sees no problem with this.

Article 14:  Anniversary Celebration Fund:  This allows the town to establish a fund to sell items in commemoration of the town’s 300^th anniversary. It is a promotional program. IZON has no objection to it.

Articles 15, 16, 17, 18:  Acceptance of Easements:   Easements  give the town rights to certain properties to allow for improvements.  There are no issues with this.

Article 19: Flood plain Update:  This is an important authorization to comply with Federal requirements to identify flood plains.  It directly effects your home insurance. IZON has no problem with this. It is routine.

Article 20  ALERT: Specialized Building Code:   IZON is in opposition to this as it will give authority to the building code to restrict your choice of home heating. While it is directed at new construction, don’t give this oppressive approach to environmental protection a chance to get started. It is ill conceived.  This is a NO vote.

Article 21:  Increases Fines For Violation of Dog Control laws:  This is one to sit and listen to.  IZON really doesn’t have a “dog in this fight”.  

Article 22:  ALERT: Boston Road Improvements:   This is a mysterious article.  It has been bandied about for some time now. It is important to ask the following:  (1) why is this being done ?  (2) who is funding it  ? (3) what does it intend to achieve ? (4) can it be done sensibly? There may be no one left in the meeting at this time which raises some concern. IZON recommends you listen and decide at the meeting

Article 23:  Accept Diane Lane as a Public Way:   Acceptance puts this road in the inventory or roads maintained by the DPW.  IZON has no objection to this.

Article 24:  Change Date of Town Meeting To May:   This is a petition article. IZON recommends you listen to the argument and decide at the meeting.
