• Article 20 seeks to impose building standards that mandate pre-wiring for eventual transition to all-electric energy that eliminates home-owners’ heating & power choices
• This change initiates erosion of property rights over how we treat our homes.
• The National Association of Homebuilders estimates that compliance would increase the cost of a new home by $31,000 (construction & inspection)!
• The state’s goal of net-zero carbon emissions by 2050 paves the way for the state to impose expensive requirements (up to 30% the value of the home) to achieve so-called “passive homes.”
• National Grid indicates that the Westford grid does not have the capacity to handle the proposed conversions & that it would require over 20 years to increase the electrical capacity in Massachusetts.
• Westford is seeking to enter a “passive home pilot program” with potential for enticing state grants while homeowners are left to shoulder the cost & burden of forced compliance.
